Through a competitive awards-based program, SBIR enables small businesses to explore their technological potential to develop solutions to current challenges.

The objective of Phase I contracts is to establish the technical merit and feasibility, while assessing product/service commercial potential. Successful Phase I performance can lead to further maturation in a Phase II project and commercialization in Phase III.
